President of the Republic of Finland Sauli Niinistö has sent his congratulations to President of the Russian Federation Vladimir Putin on having won the recent presidential elections. In his letter President Niinistö expressed his hope for an effective and constructive dialogue, and drew attention to the tense security policy situation in the world. President Niinistö also wrote that as a permanent member of the UN Security Council, Russia has a particular responsibility, but also an opportunity to have an impact on matters of war and peace throughout the world.
