On Sunday 2 March 2014, the President of the Republic and the Cabinet Committee on Foreign and Security Policy discussed the situation in Ukraine.
Finland is of the opinion that the current situation in Ukraine, especially in the Crimean peninsula, is very severe. Use of force and threat thereof are to be condemned. They are in breach of the UN Charter and international law. Russia’s millitary measures in Crimea are a violation of Ukraine’s territorial integrity and sovereignty. Russia’s move to gain control over the Crimean peninsula cannot be accepted.
All parties are urged to refrain from any military or other action that might escalate the situation. The future of Ukraine must be solved peacefully and in the respect of democracy, the rule of law and human rights, including the organisation of the forthcoming elections and the status of the areas concerned.
Finland supports efforts by all parties involved, the EU and Ukraine’s neighbouring countries to solve the crisis by means of negotiations which must be based on the respect of Ukraine’s sovereignty and territorial integrity. Any opportunities that the European Council or the OSCE might have must be used in seeking solutions and carrying them out – especially in protecting the rights of minorities.
Finland considers it important that the European Union jointly and actively seek to attain these objectives. Finland welcomes the support measures of the International Monetary Fund, the EU and other actors aiming to stabilise the Ukrainian economy and implement reforms. It is vital to underline the importance of respecting international law and the need of all parties for showing restraint.
