President of the Republic Tarja Halonen sent a message of congratulation to President Vladimir Putin of Russia on Monday 15 March 2004 following his re-election.

President Halonen said in her message that Finland considers it of paramount importance to work resolutely to build a strategic partnership between the European Union and Russia in parallel with developing good bilateral neighbourly relations between Finland and Russia.
