Speech by President of the Republic Tarja Halonen at a banquet in honour of President Ricardo Lagos of Chile and Señora Luisa Durán de Lagos on 25.02.2002

I wish you and your party a hearty welcome to our wintry Finland. It may be cold outside, but we are receiving you with great human warmth.

Chilean culture, and especially poetry, is world-famous. For decades, poems by the Nobel laureates Gabriela Mistral and Pablo Neruda have been stirring the hearts of people in both Chile and Finland as well as all over the world. Nor can we forget the poetry of Vicente Huidobro and Nicanor Parra or Isabel Allende's splendid works.

Finnish interest in Chile goes back a very long way, to a time when travel was slow and news took a long time to arrive. The Finnish globetrotter and adventurer Carl Edward Bladh arrived in Chile in 1821 and during the seven years that he spent there as a trader and seafarer made detailed and interesting observations about the country. His book Republiken Chile was later published also in Spanish.

Nowadays geographical distance has lost its significance. Since Bladh's day, study of Latin America and knowledge of the region in Finland has broadened to include the full spectrum of science, economics, politics and culture. During the military coup in 1973 and the years of dictatorship that followed it, a strong solidarity with the people of Chile developed in Finland. The Chilean refugees who came to Finland helped strengthen this sentiment. We have followed the restoration of democracy in Chile with equally great interest.

Chile has been strengthening her democracy since 1990 - after 17 years of military dictatorship. As you have said yourself, Mr. President, this transitional period has not yet ended. We know that the coalition government which you head is trying to amend the constitution to remove the last remaining provisions limiting democracy that were inserted during the years of military rule. You have had an important role in strengthening national unity, encouraging dialogue between different segments of the population and safeguarding the functioning of an independent legal system even in difficult situations.

Today Chile is a model example of a country that has pursued a long-term policy. Chile's goal is clear: to create a society of greater equality and eliminate poverty by strengthening democracy and maintaining economic growth.

Chile, like Finland, tries to maintain good and smooth bilateral relations with other countries and to work actively within the United Nations and other international organisations. Promoting global understanding and justice as well as developing globalisation to serve the best interests of people and nature are the hopes that we share.

Finland fully supports the signing of an association agreement between the European Union and Chile. Our goal is to accomplish the agreement within the next few months. There are still difficult points for both parties in the negotiations, but that belongs to the character of negotiations. As its name indicates, the agreement is a lot more than just a free-trade treaty. It creates a foundation for deepening cooperation both in the economic, political and social spheres and in cultural relations.

Although trade between us is not particularly great in volume terms, it includes products that are important from the perspectives of both countries, such as technology for use in the mining and forest products industries. Ordinary consumers in Finland have become familiar with Chile's superb wines. In winter we delight our palates with Chilean garden produce.

I also attach great importance to our cooperation in education. This was given a boost when a delegation from the Finnish Council of University Rectors visited Chile in 2000 and a seminar presenting higher education in Finland was held in Santiago the same year. I believe the experience of studying that today's youth has and the personal contacts established then have a significance that will extend decades into the future as we work to make relations between our countries closer in this integrating world.

It is gratifying to see that also in the cultural sphere contacts between us are increasing. Next year's reciprocal guest performances by the Savonlinna Opera Festival and the Teatro Municipal de Santiago de Chile are one manifestation of this.

Relations between Finland and Chile rest on a solid foundation. Last year we celebrated the 70th anniversary of the establishment of diplomatic relations between us. The past ten years have seen numerous contacts on the governmental and head-of-state levels as well as between our parliaments. I remember with great pleasure my attendance at your inauguration in March 2000. Your visit, Mr. President, nine years after President Patricio Aylwin came to Helsinki as a representative of the new Chile, is an expression of a desire to strengthen and develop relations between our countries. We attach great value to your visit.

I propose a toast to President Lagos and Señora Durán de Lagos as well as to the good fortune and success of the Chilean people.

DISCURSO DE LA SRA. TARJA HALONEN, PRESIDENTA DE LA REPÚBLICA DE FINLANDIA, EN EL BANQUETE DEL 25 DE FEBRERO DE 2002



Estimado Señor Ricardo Lagos, Presidente de la República de Chile, y Sra. Luisa Durán de Lagos:


En primer lugar deseo brindarles, a ustedes y a su comitiva, nuestra más cordial bienvenida a esta Finlandia invernal. En las calles puede sentirse el frío, pero recibimos a ustedes con un gran calor humano.

La cultura chilena, especialmente la poesía, es mundialmente famosa. Los poemas de los nobelistas Gabriela Mistral y Pablo Neruda emocionan desde hace décadas a los chilenos y a todos los seres humanos. Tampoco podemos olvidar la poesía de Vicente Huidobro y Nicanor Parra, ni la magnífica prosa de Isabel Allende.

El interés de los finlandeses por Chile se remonta a los tiempos en que los viajes eran largos y las comunicaciones lentas. Un compatriota nuestro, el viajero y aventurero Carl Edward Bladh, llegó a Chile en 1821 y se quedó siete años ejerciendo el comercio y la navegación. Durante su residencia realizó interesantes y agudas observaciones que luego recogió en su libro Republiken Chile, publicado también en español.

Actualmente la distancia geográfica ha perdido significación. Desde los tiempos de Bladh, la investigación y los conocimientos sobre el continente latinoamericano se han ampliado en Finlandia abarcando la ciencia, la economía, la política y todo el espectro de la cultura. El golpe militar de 1973 y los años de dictadura que le siguieron despertaron aquí un fuerte sentimiento de solidaridad con el pueblo chileno, que se vigorizó con la llegada de refugiados de ese país. Con el mismo interés hemos seguido el retorno de Chile a la democracia.

A partir de 1990, después de 17 años de dictadura militar, Chile viene fortaleciendo su democracia. Como usted, Señor Presidente, ha mencionado, este período de transición aún no ha concluido. Sabemos que el gobierno de concertación que usted encabeza se propone reformar la Constitución para eliminar de sus páginas todas las normas restrictivas de la democracia, resabios de la dictadura. Usted ha jugado un rol significativo en la consolidación de la unidad nacional, promoviendo el diálogo entre los distintos sectores sociales y garantizando en situaciones difíciles el funcionamiento de un sistema judicial autónomo.

El Chile de hoy es un ejemplo de país que aplica una política de largo alcance. El objetivo de Chile es claro: la creación de una sociedad más igualitaria y la erradicación de la pobreza fortaleciendo la democracia y sustentando el crecimiento económico.

Chile, como Finlandia, aspira a mantener relaciones buenas y fecundas con los otros países y a participar activamente en las Naciones Unidas y otros organismos internacionales. Fomentar el entendimiento a escala mundial y desarrollar la globalización en beneficio de la humanidad y de la naturaleza son anhelos comunes a nuestros países.

Finlandia brinda todo su apoyo al Acuerdo de Asociación Política y Económica entre la Unión Europea y Chile. Nuestro objetivo es poder celebrarlo en los próximos meses. Todavía existen aspectos difíciles para ambas partes, que se están negociando, lo que es inherente a toda negociación. El acuerdo, como su nombre lo indica, será mucho más que un tratado de libre comercio. El mismo sentará las bases para establecer una cooperación más profunda en lo económico, político y social, así como en las relaciones culturales.

Aunque nuestro intercambio comercial no es cuantitativamente de gran magnitud, el mismo comprende productos importantes para ambos países, como equipos de alta tecnología para la minería y el aprovechamiento forestal. En Finlandia por su parte ya todos conocen los excelentes vinos chilenos, y en invierno también nos deleitamos con sus frutas y hortalizas.

También considero muy importante nuestra cooperación en el ámbito educacional, estimulada por la visita a Chile de una delegación del consejo de rectores de universidades finlandesas en el año 2000, y por el seminario sobre la enseñanza universitaria en Finlandia organizado en Santiago el mismo año. Creo que también en nuestros días las experiencias estudiantiles de la juventud y los lazos personales que se forjan en las aulas y se proyectan a través de las décadas, siguen siendo muy importantes para el estrechamiento de las relaciones entre las naciones en este mundo en proceso de integración.

Debe alegrarnos que nuestros contactos también se estén incrementando en la esfera de la cultura. Una muestra de ello serán las visitas recíprocas de la Ópera de Savonlinna y del Teatro Municipal en el año próximo.

Las relaciones entre Finlandia y Chile se desarrollan sobre una base firme. En el 2001 se cumplieron 70 años del establecimiento de nuestras relaciones diplomáticas. En el último decenio se han producido numerosos contactos a nivel gubernamental, presidencial y parlamentario. Personalmente recuerdo con especial satisfacción mi presencia en su ceremonia de toma de posesión en marzo del año 2000. Su visita, señor Presidente, nueve años después de la del Presidente Patricio Aylwin como representante del nuevo Chile, es una manifestación del deseo de Chile de fortalecer y desarrollar las relaciones entre nuestros países. Conferimos un gran valor a su visita.

Alzo mi copa para brindar en honor del Presidente Lagos y la señora Durán de Lagos, y por la felicidad y la ventura del pueblo chileno.
