President of the Republic of Finland Alexander Stubb and Prime Minister of Finland Petteri Orpo made a working visit to the United States on 9–10 October 2025.

President of the United States Donald Trump received President Stubb and Prime Minister Orpo at the White House on Thursday 9 October. The Presidents signed a memorandum of understanding between Finland and the United States on a collaboration to grow the US arctic fleet. 

“It’s great that Finnish Arctic expertise is trusted. The cooperation benefits Finland and the United States, and it also opens up new opportunities for the Finnish maritime industry with our other allies. The agreement would not have been possible without President Trump,” President Stubb said.

“Today was a good day for Finland.”

The United States is investing in 11 icebreakers, four of which will be built in Finland. This memorandum of understanding lays the foundation for commercial agreements between the United States Coast Guard and Finnish companies. The US Coast Guard will enter into separate commercial agreements with the shipyards building the icebreakers.

In addition to commercial and economic cooperation, the discussions also covered bilateral relations between Finland and the United States and Russia’s war of aggression in Ukraine. Finnish Government
