Can the President of the Republic of Finland issue a residence permit or influence the processing of a residence permit?

Foreign affairs do not fall within the remit or competence of the President of the Republic of Finland. Matters concerning residence permits and citizenship are decided on by the Finnish Immigration Service. Matters concerning the entry of foreigners into the country are the responsibility of the Ministry for Foreign Affairs, the Finnish Immigration Service or the local police authority. A decision by an authority may be appealed to an administrative court.

The Finnish Immigration Service and other competent authorities exercise independent decision-making powers based on legislation. The President of the Republic of Finland may neither give instructions to the authorities or courts nor alter their decisions.

Can the President of the Republic of Finland grant exemptions to or derogations from laws?

The President of the Republic of Finland is not competent to grant derogations from the provisions laid down in legislation.

Can I take a tour of the Presidential Palace?

The halls, artworks and furniture of the Presidential Palace in Helsinki can be explored in a virtual tour. In-person tours of the Presidential Palace are not being held for the time being.

Kultaranta, the summer residence of the President of the Republic of Finland, is currently being renovated. The park at Kultaranta is usually open to the public one day a week during the summer season, but due to the renovation, the park will be closed to the public during the summer of 2024. Guided tours will resume when the renovation is completed.

There are no guided tours of Mäntyniemi, the official residence of the President of the Republic of Finland, or the temporary residence in Munkkiniemi.
