On Friday 16 January 2026, President of the Republic of Finland Alexander Stubb opened Oulu’s year as European Capital of Culture.

The main theme of Oulu2026 is cultural climate change, with the aim of creating a permanently richer cultural life. According to President Stubb, it invites us to consider how cultural experiences can help us gain new insights and create a sustainable future.

“At the same time, the theme reminds us of our responsibility to care for the cultural heritage and vitality of Northern Finland, given that climate change is transforming living environments in northern regions. I’m therefore delighted that the Sámi culture is so prominently represented in the programme”, President Stubb said in his opening speech in the Oulu Market Square.

The day continued with a visit to the inauguration of Children’s Cultural Centre Kotilo. The centre is located in the newly renovated Oulu Central Library Saari, and its activities are especially aimed at children under the age of 12 and their families. In addition to literary art and film education, the centre specialises in media art

At Kotilo, President Stubb explored the Book of Oulu art project and the Friend’s House exhibition. He also met 8–12‑year‑old culture agents who take part in influencing and making decisions on matters important to children.

Later in the day, President Stubb visited Eanangiella – Voice of the Land, an exhibition at the Oulu Art Museum showcasing Sámi art. The visit to Oulu concluded with the photography exhibition PLAY, curated by Fotografiska Tallinn and on display at the Pekuri shopping centre.

The President’s programme also included a company visit to Bittium Corporation.
