President Stubb to pay state visit to Latvia

President of the Republic of Finland Alexander Stubb, accompanied by his spouse Suzanne Innes-Stubb, will pay a state visit to the Republic of Latvia from 16 to 17 September 2025.

The programme will focus on further strengthening bilateral relations between Finland and Latvia, defence cooperation, security in the Baltic Sea region, Russia’s illegal war of aggression in Ukraine, support for Ukraine and the situation in the Middle East.

The visit will begin on Tuesday 16 September in Riga, where President of Latvia Edgars Rinkēvičs will receive the presidential couple at an official welcome ceremony. The public is welcome to follow the event in front of Riga Castle starting at 10.

After the welcome ceremony, the presidents will hold official talks at Riga Castle. The discussions will cover topics such as bilateral relations, European security, and current global issues. After the talks, the presidents will meet the media at a joint press conference.

From Riga Castle, the presidents will proceed to the Freedom Monument, where a wreath-laying ceremony open to the public will take place.

After this, President Stubb will visit the Latvian Cabinet of Ministers, where he will meet Latvian Prime Minister Evika Siliņa. The programme will continue at the Latvian Parliament, the Saeima, where President Stubb will meet with Speaker of Saeima Daiga Mieriņa.

In the afternoon, the President will visit the Museum of the Occupation of Latvia, which documents the country’s history and life in the 20th century under the occupation regimes. Afterwards, he will visit Riga Stradiņš University, where he will participate in a discussion on artificial intelligence with President Rinkēvičs and university students moderated by Jānis Sārts, director of NATO Strategic Communications Centre of Excellence.

In the evening, the presidential couple will attend a state dinner hosted by President Rinkēvičs at Riga Castle.

On Wednesday 17 September, President Stubb and Mrs Innes-Stubb will visit the town of Liepāja. In the morning, they will meet with Mayor of Liepāja, Gunārs Ansiņš and visit the Liepāja Museum.

The program also includes a visit to the Holy Trinity Cathedral, where a plaque commemorating Finnish Jaegers is located.

In the afternoon, President Stubb will visit the Latvian Armed Forces Navy.

The state visit will conclude with a reception hosted by President Stubb and Mrs Innes-Stubb at the Concert Hall Great Amber in Liepāja.

The state visit delegation will include Mari-Leena Talvitie, Minister of Science and Culture; Jarmo Lindberg, Member of Parliament and Chair of the Parliamentary Friendship Group with Latvia and Veronika Honkasalo, Member of Parliament and Member of the Parliamentary Foreign Affairs Committee.

Mrs Suzanne Innes-Stubb will have a separate programme in addition to the joint programme of the presidential couple. On Tuesday 16 September, Mrs Innes-Stubb will visit the Children’s Clinical University Hospital and the Children’s Hospital Foundation, as well as the Riga Graduate Scool of Law, where she will give a lecture on corporate compliance and discuss with students. She will also explore the Old Town of Riga. On Wednesday 17 September, Mrs Innes-Stubb will visit the House of Craftsmen and Madame Hoyer’s Guest House, a historic home museum in Liepāja.

The previous President of the Republic of Finland, Sauli Niinistö, last made a state visit to Latvia in 2013.
