The guidelines of the operational and financial planning of The Office of the President of the Republic of Finland are set out in the annually updated four-year operating and financial plan, as well as in the state finance frameworks and the budgets and supplementary budgets confirmed by the Parliament.

The most important documents for monitoring are the financial statements. Performance and achievement of performance targets are reported in the annual report included in the financial statements. The monitoring data also include inspection reports issued by the National Audit Office of Finland.

Proposed financial frameworks for the planning period 2023–2026

The overall spending limits proposed by The Office of the President of the Republic of Finland for the planning period 2023–2026 are mainly at the level of previous spending limits.

The most significant changes still concern renovation and repair appropriations. The renovation project of the President’s summer residence Kultaranta in Naantali will start with construction work on 1 September 2022 and is estimated to be completed at the end of 2024.

The building engineering of the President’s official residence at Mäntyniemi in Helsinki is at the end of its’ service life, so project planning for its renovation has been initiated. The renovation project of the Mäntyniemi residence is scheduled to take place in 2024–2026.

The Office of the President of the Republic of Finland is committed to reducing its carbon footprint  by two thirds by 2024, which is also reflected in the proposal for the spending limits. Attention will be paid to reducing the carbon footprint, for example, in building renovation projects. In accordance with the Office of the President of the Republic of Finland’s vehicle renewal plan, priority will be given to the acquisition of vehicles using renewable energy. The change of the President’s official car is scheduled for the planning period 2023–2026.
