President of the Republic of Finland Alexander Stubb hosted the JEF Leaders’ Summit in Helsinki on Thursday 26 March 2026.
The topics on the agenda included support provided by the JEF countries to Ukraine as well as the overall security situation in Europe.
JEF, the Joint Expeditionary Force, is a multilateral defence cooperation framework led by the United Kingdom and involving also Denmark, Estonia, Finland, Iceland, Latvia, Lithuania, the Netherlands, Norway and Sweden. The aim is to develop the participating countries’ military capabilities through joint exercises, to prevent various crises and, when necessary, to act together in crisis situations. The main operating environment for JEF cooperation is Northern Europe and the Baltic Sea region.
The previous meeting of Heads of State or Government of the JEF countries was held in May 2025 Norway.

Leaders of the Joint Expeditionary Force (JEF), met today in Helsinki to reaffirm their commitment to European security and stability, their strengthened support to Ukraine and pressure on Russia, and their continuous effort to respond to regional security challenges together.
