Esteemed Cadets,
I congratulate you on the completion of your Bachelor of Military Sciences Degree. I hereby promote all cadets holding the rank of second lieutenant and ensign to the rank of lieutenant and appoint you to the position of an officer or a fixed-term position of a junior officer.
We are living in a time of global upheaval. Events that would usually take years to unfold are happening in weeks. Finland’s voice is currently heard at international tables, partly because we have credible defence forces. Our defence capabilities are widely recognised.
Our credible defence is the result of acknowledging our geopolitical position and our commitment to maintaining our capabilities. Military tensions have increased in recent years, and investment in defence will be required in the future as well. This now applies as part of the Alliance.
We do not provoke, nor are we provoked. But it is clear that we need strong defence capabilities to ensure lasting peace. In the coming decades, you will be the foundation and guardians of our defence.
Russia’s war of aggression in Ukraine serves as a reminder of our current security environment. Although there is no fighting on our own border, we must keep in mind that Ukraine’s defensive action is a battle for our values as well. Ukraine and the Ukrainian people deserve our continued support.
Dear Young Officers,
You have completed your demanding studies and, as cadets, grown into your future roles as officers. As a symbol of your new status, you have been presented with an officer’s sword, continuing a tradition that resumed after a 40-year hiatus. Wear your sword with pride. Lead the troops entrusted to you by setting a good example, taking care of them and bearing responsibility for them.
The habits that conscripts adopt with regard to physical exercise are also influenced by your example. This is not about breaking Cooper test records. Military service can teach conscripts to enjoy exercise. It can provide them with a lifestyle that contributes to their physical and mental well-being, even once they are in the reserve.
Good physical condition is an essential part of a soldier’s professional skillset. It is also part of the resilience of society as a whole. Be a role model. Encourage others. Give everyone in service the opportunity to find their own path to success.

I would like to thank you for your exceptional and unwavering commitment to education, which has equipped our officers with unparalleled expertise. As Commander-in-Chief, I have had the privilege of observing exercises and conscript training of the Finnish Defence Forces throughout Finland. Based on these experiences, I can confirm that Finnish military training is second to none.

This is a significant moment for all of you. Your expertise and commitment will be the backbone of Finland’s defence in the future. Keep your head cool and your heart warm.
