The guidelines of the operational and financial planning of The Office of the President of the Republic of Finland are set out in the annually updated four-year operating and financial plan, as well as in the state finance frameworks and the budgets and supplementary budgets confirmed by the Parliament.
The most important documents for monitoring are the financial statements. Performance and achievement of performance targets are reported in the annual report included in the financial statements. The monitoring data also include inspection reports issued by the National Audit Office of Finland.
Proposed spending limits for the planning period 2025–2028
The overall spending limits proposed by The Office of the President of the Republic of Finland for the 2025–2028 planning period are largely in line with previous limits. No increase in operating expenses is proposed.
The most significant change concerns the appropriation for renovations, where an increase is proposed based on the estimated cost calculation for the extensive renovation of Mäntyniemi, the official residence of the President of the Republic. Mäntyniemi was inaugurated in November 1993, and its building systems have reached the end of their service life. The renovation will respect the original design of Mäntyniemi as much as possible. In addition to repairs to the technical building systems, the ventilation equipment in the main building will be replaced, furniture and lighting will be upgraded and lifts will be renewed. The energy efficiency of buildings on the premises will be improved throughout.
The Office of the President of the Republic of Finland is committed to reducing its carbon footprint by two-thirds by 2024, which is partly reflected in the proposed spending limits. The reference year is 2016. Results for 2024 emissions will be available in early 2025. Reducing the carbon footprint will be given particular attention in the renovation of buildings. In accordance with the Office’s vehicle replacement plan, vehicles will be replaced primarily with renewable energy vehicles. The official car of the President of the Republic will be replaced after the President-elect takes office in spring 2024.
