Gathered in Kyiv – President of Ukraine Volodymyr Zelenskyy and the leaders of the Nordic Baltic States (NB8) – Prime Minister of Estonia Kristen Michal, Prime Minister of Denmark Mette Frederiksen, President of Finland Alexander Stubb, Prime Minister of Iceland Kristrún Frostadóttir, Prime Minister of Latvia Evika Siliņa, President of Lithuania Gitanas Nausėda, Prime Minister of Norway Jonas Gahr Støre and Prime Minister of Sweden Ulf Kristersson – mark four years since Russia launched its illegal, unjustified full-scale military invasion of Ukraine.
We unequivocally condemn Russia’s war of aggression against Ukraine and call on Russia to end its illegal invasion and agree to a ceasefire immediately.
We express our deepest condolences to all those affected by Russia’s war of aggression, including the families of those killed and injured, and all civilians suffering from the devastating humanitarian, social and economic consequences of the war.
We reaffirm our steadfast commitment to Ukraine’s independence, sovereignty and territorial integrity within its internationally recognised borders.
We support all efforts towards a just and lasting peace in Ukraine. Any future peace agreement must be firmly rooted in international law. It cannot reward aggression, legitimise the change of borders by use of force or leave Ukraine vulnerable to renewed military threats. Ukraine continues to demonstrate willingness to negotiate peace whereas Russia continues to stall for time.
A just and lasting peace requires credible and legally binding security guarantees for Ukraine to deter further aggression and ensure enduring stability across Europe. We appreciate the important work of the Coalition of the Willing in this regard and reaffirm our further engagement in its activities.
Ukraine’s security is intrinsically linked to the Euro-Atlantic security. Every nation has the right to choose its own future.
We continue to put maximum pressure on Russia, including through sanctions and countering the shadow fleet.
The Nordic Baltic States are among Ukraine’s strongest supporters. Since the beginning of Russia’s full-scale war of aggression, the NB8 has provided more than 42 billion EUR in military, financial and humanitarian support. Our support remains strategic, long-term and unwavering.
The engagement of our countries reflects a shared strategic vision in which Ukraine and the NB8 work as equal partners, strengthening defence capabilities and resilience to external threats, thus contributing to Euro-Atlantic security.
We, the NB8, express our determination to:
- Continue to provide significant military assistance to Ukraine, including through contributions via the PURL mechanism amounting to a total of 1.4 billion EUR from the Nordic Baltic States in 2025. For 2026, our planned military contributions are amounting close to 12.5 billion EUR, delivered through joint and bilateral arrangements, including the PURL mechanism. We will ensure multi-year funding for Ukraine and deepen our defence cooperation, including through joint co-production with the use of relevant European financial instruments, including SAFE, to mutually enhance our capabilities, interoperability and security;
- Provide support to ensure the delivery of energy supplies and to protect and restore Ukraine’s energy infrastructure, amounting to at least 918 million EUR for this winter and the rest of the year, while condemning the continued and intensified attacks by Russia against civilians, civilian objects and energy infrastructure of Ukraine.
- Continue supporting Ukraine’s recovery efforts and contribute to its long-term reconstruction and modernisation. The NB8 will contribute to the Ukraine Recovery Conference 2027 in Estonia as part of their shared commitment to Ukraine’s recovery and reconstruction;
- Contribute to ongoing international efforts to hold Russia accountable for its violations of international law, and reaffirm their commitment to ensuring full accountability. The NB8 countries will actively work towards the rapid operationalisation of a comprehensive international compensation mechanism, including the establishment of a Compensation Fund, and will support the swift establishment of the Enlarged Partial Agreement (EPA) on the Special Tribunal for the Crime of Aggression against Ukraine as a matter of priority;
- Support Ukraine on its irreversible path to full European and Euro-Atlantic integration, including the EU and NATO membership. A strong, independent, and democratic Ukraine is vital for the security and stability of the Euro-Atlantic area.
The Nordic-Baltic States will continue to play a leading role in strengthening our shared security, and supporting Ukraine and its people in their fight for just and lasting peace. We reaffirm our unwavering commitment to the universal principles of independence, sovereignty and territorial integrity.
